• Tenant group publishes list of defendants’ properties, uncovers additional information about case, encourages more tenants to report abuse

In August of 2023, the US Department of Justice launched a complaint against Joseph Eaarl Lucas, an Athens area landlord with over 70 properties owned and operated in Amesville, Athens, Chauncey, Chesterhill, Coolville, Corning, Glouster, Jacksonville, Millfield, Nelsonville, New Marshfield, The Plains, Stewart and Trimble.On February 21, the complaint was amended to in to include three more Athens County landlords as co-defendants: Jacob Bush, Joie Carr and Jeremy Carr.

In their continued effort to empower renters with knowledge about local landlords track records, UACT has published a spreadsheet of all 81 properties now owned by the current defendants. Information contained in UACT’s spreadsheet is the culmination of a series of search queries UACT made to the Athens County Auditor’s website.

UACT has also created a Press Release with a detailed outline of property transfers happening between the co-dependents immediately proceeding and following the complaint against Lucas was filed.

UACT encourages any tenants subjected to Lucas’s alleged sexual misconduct at these or other properties to come forward if they have not already done so by reporting their experiences to the US Justice Department’s Civil Rights Division at 202-514-3847.
